Frequently asked questions

Owners, safety managers and office staff who act as the Designated Employer Representative (DER) for a motor carrier, including owner-operators, small fleets, construction, agriculture, waste and landscaping companies with CDL drivers, and school bus contractors.

DOT rules do not require a training course for the DER, and no rule creates a "certified DER". The course helps your DER run the program correctly. If your DER also supervises drivers and may order reasonable suspicion tests, he or she also needs the 60 plus 60 minute supervisor training (49 CFR 382.603), offered as DOT 301. This course is not a DOT approval or certification.

DOT 303 gives CDL drivers the general content of the educational materials required by 49 CFR 382.601: the alcohol and drug rules, when they will be tested, refusals, what happens after a violation, the Clearinghouse, the effects of alcohol and drugs, and how to get help. You still give each driver your own written policy and the contact person, and collect the signed receipt; the certificate is not that receipt. The course includes a "Your company's policy" page and a receipt template, in Spanish and English.

Online, at each person's own pace, on a computer or a phone. Each certificate of completion has a verification code and a QR code, and employers can verify it online.
